In the late 1970s, Siegfried Hepp, a teenager, was a youth patrol leader in Fairfield County Council Boy Scout Troop 137 of New Fairfield, Connecticut. John Doe, then 11-years-old, was also a member of Troop 137. Doe claimed Hepp sexually assaulted him three times during Boy Scout activities, including during an overnight camping trip, a fishing trip and a nature walk in the woods. As a result, Doe claimed he sustained physical injury, as well as severe and ongoing emotional injury. Doe developed drug and alcohol addiction, suffered from extreme disruptions in relationships and interactions with other people and has experienced difficulty functioning in the world as an adult.
